The Town of Halifax lists various Requests for Proposals (RFPs) and Invitation for Bids (IFBs) on this section of the Town's web site along with any required publications in local newspapers and/or the Massachusetts Central Register or the Goods and Services Bulletin. This includes any auction of equipment, property, or surplus goods owned by the Town. Potential bidders are advised to check this site for any changes or addenda to the RFPs and IFBs.

In addition to listing RFPs and IFBs, this page also lists the sale of surplus property such as supplies and equipment or land or buildings for sale by the Town.

Anyone interested in receiving announcements about RFPs, IFBs, or the sale of surplus property should subscribe to the announcement list through the Town's E-Subscriber service.

Bidders are advised to check this web site for any changes or addenda.

Cold Planing, Reclamation and In-Place Bituminous Concrete
Highway Department
The Halifax Highway Department is accepting bids for Cold Planing, Reclamation and In-Place Bituminous Concrete to be used for Town Roads, Sidewalks, and Other Areas on an as needed basis commencing July 1, 2019 through June 30, 2020 with renewal options for two additional one-year periods. Bid documents are available at the Halifax Highway Department, 60 Hemlock Lane, Halifax, MA 02338 or on the Town's web site - halifax.ma.us - Submissions shall be received at the Highway Department office, 60 Hemlock Lane, Halifax, MA 02338, until 2:00pm, Monday, July 15, 2019 and at that time and place be publicly opened and read. Phone calls, telegrams, postmarks, etc. shall not be considered. Bids submission must be made in a sealed envelope clearly marked "Cold Planing, Reclamation & Bituminous Concrete" received up to 2:00pm, Wednesday, July 15, 2019.

Addendum #1 is the set of specification and bid documents that include the correct bid deadline of July 10. Potential bidders have until July 3 to ask questions of the Highway Surveyor

Addendum #2 is an updated set of specifications, bid documents, and amounts that include a revised bid deadline of July 15. Potential bidders have until July 10 to ask questions of the Highway Surveyor.

Addendum #3 corrects the day of the week for the bid deadline. The correct deadline is Monday, July 15, 2019 at 2pm.

The Town of Halifax is requesting proposals for the treatment of West and East Monponsett Pond by aluminum sulfate. Copies of the RFP are available at http://halifax.ma.us/Pages/HalifaxMA_RFP/index beginning on April 22, 2019 at 9am. The Town of Halifax reserves the right to reject any or all proposals. The Halifax Board of Selectmen is the entity that will approve this contract. The deadline for proposals is May 6, 2019 at noon. Proposals are to be submitted to Halifax Board of Selectmen, 499 Plymouth Street, Halifax, MA 02338.

Municipal Solid Waste Curbside Collection and Container Removal
Recycling Center
MUNICIPAL SOLID WASTE CURBSIDE COLLECTION AND CONTAINER REMOVAL

The Town of Halifax, by and through its Board of Selectmen, will accept proposals from qualified parties for providing the following town-wide services:

1)    curbside solid waste (refuse) collection and transportation to disposal site

2)    removal of roll off containers from the Town’s recycling/solid waste center and transportation to disposal site

3)    emptying of municipal dumpsters and transportation to disposal site

4)    emptying of municipal toters and transportation to disposal site

Roll offs containers, dumpsters and totes are to be supplied by the contractor. Roll off containers will be removed on an on-call basis and the contractor is only liable for the transportation.

The town will pay the disposal costs for the tasks listed above to the disposal facility.

The Proposal shall be submitted in a sealed envelope clearly marked on the outside with the following “Proposal for Curbside Collection Contract”.  The Town reserves the right to waive any informality and to reject any or all proposals if deemed not to be in the best interest of the Town.  Further, the Town reserves the right to award a contract and subsequent amendments to the contract, in the sole discretion of the Town, which includes or removes all and/or any of the collection services which are part of this request for proposals.  Proposals are due no later than 12:00 pm on Thursday, May 9, 2019 at the Halifax Recycling Center, 917 Plymouth Street, Halifax, MA 02338

It is the intent of the Town of Halifax to accept proposal on a per service category basis not a per ton basis.  The Town desires the lowest per service category cost consistent with good performance and service and compliance with federal, state and local laws, rules and regulations.

The contract between the Town and contractor must include Price Sheets, Certificate of Insurance, Bid bond and Performance Bond.  Please note that this procurement is exempt from the provisions of G.L.c.30.B of the Massachusetts and as such the Town specifically retains the right to award the contract to the contractor which the Town determines is in the best interest of the Town. This contract is not exempt from the Massachusetts Prevailing Wage law. A copy of the prevailing wage schedule is included in the bid specifications for this contract and incorporated into the contract.

Gasoline and Diesel Fuel


The Halifax Board of Selectmen is accepting SEALED BIDS for annual bulk deliveries (from July 1, 2019 to June 30, 2020 and for a period of up to two years thereafter) of annual deliveries of 30,000 +/- gallons of gasoline and 18,000 +/- gallons of diesel fuel. Bids must be signed, sealed in an envelope clearly marked "GASOLINE BID," and sent to the Halifax Board of Selectmen, Town Hall, 499 Plymouth Street, Halifax, MA  02338.  BIDS MUST BE RECEIVED NO LATER THAN 2:00 P.M, MONDAY, MAY 6, 2019. Bids will be publicly opened at 2:15 pm on Monday, May 6, 2019 in the Selectmen’s Meeting Room at the Halifax Town Hall.

The Town has concluded its bidding process for Premium Unleaded Gasoline and for Diesel Fuel for July 1, 2019-June 30, 2020 and for two possible additional one-year periods (July 1, 2020-June 30, 2021 and July 1, 2021-June 30, 2022). Results are as follows:

On April 10, 2018, the Board of Selectmen voted to continue the contract for the July 1, 2018-June 30, 2019 period.

When the Town issues an IFB for gasoline and diesel fuel, all subscribers to the mailing list will be notified.

The Town maintains an 8,000 gallon tank for gasoline and a 6,000 tank for diesel fuel, both at 60 Hemlock Lane.

Heating Oil

The Town of Halifax participates in the annual bid by Plymouth County. Please contact the County for more information.

Electricity Generation

The Town's current electricity contract is with Engie at a price of $0.09268 per kWh. The contract ends in December 2020.

Natural Gas

The Town's current natural gas supplier is Sprague Operating Resources. The contract ends on July 31, 2020. The price is $0.593 per therm.
