The Blackledge Farm Chapter 40B (affordable housing) project proposed off Franklin Street remains with the Massachusetts Housing Finance Agency (MassHousing) for site plan review. The Town has not received any communications from the State about the project since the deadline for comments. There is, as far as I know, no deadline for MassHousing to make a decision about site plan approval. If MassHousing approves the site plan, the next step would be for the developer to request a comprehensive permit from the Halifax Zoning Board of Appeals. That process involves hearings,
notices to abutters, etc. The Town's land use counsel has stated that because the developer had made proposals for the parcel previously, the earliest the matter could be heard by the Zoning Board of Appeals would be February 2015.
The Halifax Trails development (26 townhouses in five buildings) on a parcel on Monponsett Street between Halifax Meadows and the Halifax Housing Authority has been approved by the Planning Board and the Zoning Board of Appeals. It still needs approves from the Halifax Board of Health and Halifax Conservation Commission.
Amanda's Estates, off Elm Street, remains before the Halifax Planning Board as part of the site plan approval process. If the Planning Board approves the site plan, the developer will need to apply to the Zoning Board of Appeals for a special permit (multi-family development) and variances.
Neither Halifax Trails nor Amanda's Estates is a Chapter 40B project.
